An elaborate Christmas lights display at a Dallas mansion drew a flood of onlookers over the past few weeks, forcing the city to allocate 71 police officers over eight nights to manage traffic in the Preston Hollow neighborhood.

FBI agents and local law enforcement conducted a search of Shamsud-Din Jabbar's Harris County home on Thursday, the day after he used a rented truck to plow through a crowd of New Year's revelers in New Orleans, killing 15 and injuring more than 30.

Neighbors described the 42-year-old U.S. citizen and Army veteran as a quiet person who didn't show signs of having been radicalized. Records show he graduated from Beaumont Central High School in 2001, was twice divorced with three kids, and had experienced recent financial struggles.

Meanwhile, Lt. Gov. Dan Patrick has called for the FBI agent in charge of the New Orleans investigation to be fired after she initially declined to refer to the crime as an act of terror.

Among the identified victims of the attack is 27-year-old Tiger Bech, the brother of TCU wide receiver Jack Bech.

In addition to eliminating mandatory safety inspections for non-commercial vehicles, several other noteworthy laws took effect on Jan. 1.

Texans can now prevent the collection of their personal data using internet browsers and global device settings. This is a provision of the Texas Data Privacy and Security Act, which requires companies to disclose how they use customers' personal data and provide an opportunity to opt out of its collection. 

New judicial districts were established for Denton, Edwards, Gillespie, and Kimball counties, and a new district will be established for Kendall County in October.

For the next two years, appraisals for property without a homestead exemption and appraised for less than $5 million cannot increase by more than 20% a year.

While the display was initially well-received by neighbors, a Dec. 15 video posted on social media by the homeowners went viral, turning the quiet enclave "on its side" with visitors coming to look at the house.

According to City Council member Gay Donnell Willis, the deployment of officers to manage traffic near the display cost the Dallas Police Department $25,375.

"That does not seem like the best way to deploy DPD resources, but it had to be done," she said.
